Summer vacation is here, and Andy is getting ready to go to the cowboy camp he has been dreaming of for a long time. He couldn’t wait to bring Woody to the camp. But while playing, Woody’s arm gets caught to the point of being torn apart, Andy is shocked half to death, he asks his mother to fix it, but it takes time.
This makes Woody left by Andy. Andy’s mother then put it on the shelf and went to drive Andy. As soon as the bedroom door was closed, Woody tried to catch up with Andy but to no avail, Woody lost his strength; this makes Woody think that he will be banished. Became the worst nightmare for Woody and the other toys.
Woody gave up on the situation, he returned to the shelf and waited to be thrown away. On his return, he accidentally meets Wheezy, a toy penguin whose squaker broke and so was abandoned and forgotten. This made Woody feel sorry for Wheezy and his enthusiasm to get back on his feet.
Not long after communicating with Wheezy, Andy’s mother returned to collect items that might sell at the yard sale in front of the house, and Wheezy was one of the toys taken. Woody and Buzz were surprised and immediately followed into the yard to get Wheezy to put it back on the shelves.
Wheezy’s evacuation process was successful, but unfortunate befell Woody. Instead he fell and was picked up by a man who then stole it. Inquiry has inquired, Woody is a rare collectible toy so Woody must be expensive. The thief named Al McWhiggin (Wayne Knight), owner of the toy shop Al’s Toy Barn.
At Al’s residence, Woody meets other collectible toys like himself. Is Jessie (Joan Cusack), a cowgirl doll with her horse named Bullseye & Stinky Pete the Prospector. Stinky Pete, who met Woody, then said that they, including Woody, were a collection of toys from Woody’s Roundup.
Woody’s Roundup is a children’s TV show and Al has amassed a large collection of TV show characters. On getting Woody, everything becomes complete and they are soon sent to the museum in Tokyo. They were all excited but not Woody. He wanted to run away.
Once Woody is repaired to like new, he’s ready to run away. As night fell, he immediately left but suddenly the TV turned on, causing Al to wake up and bring Woody back into the collection box. Woody was furious and accused Jessie of doing it, the two ended up having a big fight.
On the other hand, Buzz, Slinky Dog, Mr. Potato Head, Rex and Hamm travel across town to Al’s Toy Barn to rescue Woody. As soon as he arrived at the toy store, Buzz was caught by a toy that was similar to him, namely the Buzz Lightyear Utility Belt. When the toy comes to life, Buzz is arrested.
Another Buzz Lightyear Utility Belt toy thinks Buzz will betray the other cadets to defeat their nemesis Emperor Zurg. However, after receiving an explanation from Buzz and the others, one of the Utility Belt Buzz Lightyear wants to join them in saving Woody and capturing Emperor Zurg.
At the apartment, Stinky Pete starts to persuade Woody to go out with him and make up with Jessie before everyone leaves for Tokyo. Woody finally knows that Jessie is a wasted toy too, Jessie’s owner, Emily, loved her very much, but as an adult she was forgotten and thrown away.
The feeling is exactly the same as what Jessie would feel, if one day Andy left her too. That made Woody agree to stay with the group and go to Tokyo. Soon, Buzz and the other toys came to pick up Woody but Woody refused to go home so Buzz and the others had to persuade him.
But when the theme song from Woody’s Roundup, “You’ve Got A Friend In Me” is heard from the TV, Woody changes his mind and instead invites Jessie, Bullseye, and Stinky Pete to go with him to Andy’s place. Once all persuaded, Stink Pete went berserk and prevented them from escaping.
Stink Pete then admits that he was the one who sabotaged Woody’s earlier escape attempt. He wanted to go to the museum because he was never bought and no one else wanted to play with him, making Stink Pete hate children. While trying to escape, Al arrives and takes them in a suitcase.
After getting ready, Al left for the airport. All of Woody’s toy friends who saw this then hijacked a truck at Pizza Planet. Together with the three tiny aliens from the previous claw toy, Buzz and the other toys follow Buzz to the airport, leaving behind Utility Belt Buzz Lightyear who is now at peace with Emperor Zurg.
Upon arrival at the airport, all toys go into the airport baggage transport system. They manage to get Woody, Jessie and Bullseye away just before the plane takes off for Tokyo. Meanwhile, Stinky Pete has to get lost with a horrible barbie toy belonging to a sloppy girl.
Finally Woody, Jessie, Bullseye, Buzz and the others return to Andy’s residence where all the toys greet them happily. Woody tells Buzz that now he will no longer be afraid of being left by Andy, even if that happens, he believes there will be other friends who will be with him.
