Criminal tells the story of trying to stop crime by utilizing the memory, secrets, and skills of a deceased CIA agent. This memory will be grafted onto a dead prisoner, in the hope that he can complete an operational mission.

This film tells the story of Xavier Heimdahl (Jordi Molla) asking his partner, Jan Strook aka The Dutchman (Michael Pitt) to create a program that can make its owner hack all the world’s nuclear defense codes.
The Dutchman who works as a hacker then panicked after hearing Heimdahl’s request. The reason is, his colleague has now turned into an adherent of anarchism.
He then tries to tell the secret to CIA agent Bill Pope (Ryan Reynolds). Pope then tries to secure The Dutchman to a safe house and intends to take money to pay for The Dutchman’s services.
However, Pope is actually captured by Heimdahl’s men and tortured to death because he refuses to reveal the whereabouts of the hacker. As a result, no one knows the whereabouts of The Dutchman because Pope has yet to reveal his whereabouts.

Quaker Wells asks Frank to “graft” Pope’s memory into the brain of a criminal named Jerico Stewart (Kevin Costner). Stewart’s brain condition was injured from the start, triggering strange habits to become a serial killer.
The graft was carried out. After the operation, Jerico escapes from custody and fakes his death. He steals a van and goes to Pope’s house and takes Pope’s wife, Jillian (Gal Gadot) hostage.
Slowly, Pope’s memories began to appear in Jerico’s mind. This made Jerico find where Pope had hidden the money. On the other hand, he still couldn’t identify the location where Dutchman was hiding.
